MarketShare Associates (MSA) is supporting Expertise France to conduct the midline evaluation of the “Pour Elles: Appui aux femmes entrepreneures” project in the Democratic Republic of Congo (DRC). The project aims to contribute to the economic empowerment of women entrepreneurs by strengthening their access to resources, markets, and support ecosystems. The midline evaluation is designed to assess progress toward project objectives at the halfway point of implementation. It focuses on measuring effectiveness, identifying early impacts, and generating actionable recommendations to improve implementation going forward. The evaluation includes a structured process across three phases: Preparation and design – refining evaluation questions, methodology, and tools Field data collection – gathering qualitative and quantitative insights from stakeholders and beneficiaries Analysis and reporting – synthesizing findings into a final midline report and presentation Key outputs include an evaluation framework, fieldwork insights, and a final midline evaluation report with recommendations to inform adaptive management and future programming.

MSA provides end-to-end evaluation support, ensuring that the assessment is methodologically rigorous, independent, and aligned with international evaluation standards. MSA’s responsibilities begin with the design phase, where the team develops the evaluation framework, key questions, and data collection tools tailored to the project’s objectives and context. MSA then leads the implementation of fieldwork, conducting qualitative and coordinating quantitative data collection with key stakeholders, partners, and beneficiaries in the Democratic Republic of Congo, either in person or remotely as required. Following data collection, MSA is responsible for consolidating and analyzing findings to generate actionable insights on project performance, progress toward outcomes, and emerging impacts. The team synthesizes this evidence into a set of clear, practical recommendations aimed at strengthening implementation during the remaining project period. MSA also leads the production and delivery of all evaluation outputs, including the inception report, draft and final midline evaluation report, executive summary, and presentation of key findings. Throughout the engagement, MSA acts as a strategic advisor to Expertise France, facilitating validation workshops and ensuring that findings are effectively communicated and used for adaptive management and decision-making.
