Essor was a £30-million funding mechanism to support reform of the Democratic Republic of the Congo’s business enabling environment. Essor was engaged in multiple areas of business reform, including tax, construction permits, electricity, and anti-corruption.

MSA led the results measurement system by managing two field-based M&E staff and providing backstopping support. This included designing and implementing the measurement system (e.g., baseline surveying, impact assessments), the knowledge management strategy, incorporating the findings into project decision-making, and the strengthening of government ministries to adopt and manage their own measurement systems.
