In 2013 Trademark East Africa (TMEA) introduced the Results Meter, a framework and tool that could be used to measure performance against TMEA’s primary goals. The Results Meter was intended to measure improvements in containerized transport times between African Ports and Kigali/Bujumbura that were attributable to TMEA interventions and determine how current improvements compare to TMEA’s 15% improvement goal.

MSA developed criteria for selecting key projects for TMEA support, including their anticipated contributions to time and cost objectives across various focus areas such as transport infrastructure and business competitiveness. Following project selection, performance audits were conducted by MSA to evaluate suitability for the Results Meter, refining project-level results chains and monitoring plans to ensure alignment with TMEA's objectives and recommending improvements in indicator selection and data collection methods.
